The second half of July 2026 marked important progress in strengthening the institutional framework, operational mechanisms, and international cooperation for the Viet Nam International Financial Center in Ho Chi Minh City. From the approval of the Development Plan through 2035 and the issuance of the Center's operating regulations to investment promotion activities in the United States, talent development initiatives, and stronger implementation efforts following the National Assembly's direction, VIFC-HCMC continued to build a solid foundation for developing an international financial center aligned with global standards.

On July 18, at the Financial Roundtable in New York, leading global financial institutions and investors expressed strong confidence in the development prospects of the Vietnam International Financial Center in Ho Chi Minh City. Organizations including Deutsche Bank, Warburg Pincus, Morgan Stanley, Vanquour Global and Haitong Securities discussed opportunities in investment banking, asset management, REITs, capital raising and capital market cooperation, creating new prospects for international investment and infrastructure development in Vietnam.

On July 22, the Executive Council approved the Development Plan for the Viet Nam International Financial Center through 2035 under Decision No. 04/QĐ-HĐĐHTTTC. The plan aims to position Vietnam among the world's top 75 financial centers, the top 25 in Asia-Pacific and the top 3 in ASEAN, while implementing the "one management framework, two operating locations" model in Ho Chi Minh City and Da Nang.

On July 24, the Executive Council issued Decision No. 05/QĐ-HĐĐHTTTTC on the operating regulations of the Viet Nam International Financial Center. The regulations consist of seven chapters and forty articles covering governance, coordination, reporting, supervision and information disclosure, providing a more transparent and consistent framework for the Center's operation and future development.

On July 25, the University of Economics Ho Chi Minh City (UEH), in collaboration with the Executive Agency of the Viet Nam International Financial Center in Ho Chi Minh City, officially launched the third training program on the overview and participation strategy for the Center. The program continues to develop high-quality professionals with knowledge of governance, institutional frameworks and international financial ecosystems to support the Center's long-term development.

During its working visit to the United States, Qualcomm presented a Letter of Intent (LOI) to VIFC-HCMC, expressing its interest in exploring future cooperation in digital infrastructure, fintech and innovation. The initiative helps strengthen VIFC-HCMC's global technology partnerships and supports the development of a modern and sustainable international financial ecosystem.

On July 29, Vice Chairwoman of the National Assembly Nguyễn Thị Hồng chaired a working session to review the implementation of Resolution No. 222/2025/QH15. The meeting focused on institutional reforms, governance, digital infrastructure and financial innovation, while emphasizing the need to move from policy preparation to practical implementation, attract major financial institutions and continue developing high-quality human resources.
