RESOLUTION PASSED ON SALARY AND BENEFIT POLICIES FOR STAFF OF THE EXECUTIVE AGENCY OF THE VIET NAM INTERNATIONAL FINANCIAL CENTER IN HO CHI MINH CITY

The Ho Chi Minh City People's Council has passed Resolution No. 40/2026/NQ-HĐND, regulating salary, benefit, and bonus policies for staff working at the Executive Agency of the Viet Nam International Financial Center in Ho Chi Minh City.
The resolution sets up a market-based salary framework for different positions and titles. It also outlines policies for concurrent and seconded staff, along with a bonus system based on job performance.

Based on this, the Executive Agency continues to improve its human resource system to support operations during the rollout of the Viet Nam International Financial Center in Ho Chi Minh City. According to the resolution, the salary framework is defined for each position and title within the Executive Agency. For the Chairperson and Vice Chairpersons working concurrently, as well as seconded officials, public employees, and civil servants, the allowance rate is equal to 50% of the salary for their assigned job position and title.
In addition, staff are eligible for annual and ad-hoc bonuses based on the results of their assigned work evaluations. The funding comes from the city budget according to current decentralization rules and other legal revenue sources of the Executive Agency as prescribed. The resolution takes effect on August 27, 2026, and applies until December 31, 2028.
