On October 12–13, leaders of Ho Chi Minh City held a series of high-level working sessions with delegations from Hamburg (Germany) and the Grand Duchy of Luxembourg. The discussions focused on expanding cooperation in finance, investment, infrastructure, logistics, and green development.

On October 12, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc welcomed Mr. Peter Tschentscher, First Mayor of Hamburg, Germany, and his delegation during their official working visit to the city. The meeting was also attended by Mr. Truong Minh Huy Vu, Vice Chairman of the Ho Chi Minh City People's Committee and Chairman of the Executive Board of the Viet Nam International Financial Center in Ho Chi Minh City (VIFC-HCMC). Both sides discussed potential collaboration in seaports, logistics, urban transport, urban rail, digital transformation, high technology, and renewable energy.
Notably, Hamburg expressed its readiness to connect experts in finance, seaports, logistics, and public transit with Ho Chi Minh City to share practical experience and explore cooperation opportunities.
For VIFC-HCMC, these discussions offer a valuable opportunity to expand its partner network, exchange professional knowledge, and explore financial solutions that support infrastructure, trade, and supply chains. Such connections can lay the groundwork for partnerships in maritime and green finance, helping connect international capital with the city's development needs.
Following this, on October 13, Mr. Truong Minh Huy Vu, Vice Chairman of the Ho Chi Minh City People's Committee and Chairman of the Executive Board of VIFC-HCMC, welcomed Mr. Gilles Roth, Minister of Finance of Luxembourg. During the meeting, city representatives shared VIFC-HCMC’s development plan, highlighting core focus areas including investment funds, international bonds, fintech, and commodity exchanges.
The Luxembourg delegation confirmed its support in reviewing VIFC-HCMC’s legal framework against European and international standards. They also proposed professional exchanges on bond issuance to help broaden access to European capital markets.
These discussions demonstrate Ho Chi Minh City’s ongoing efforts to broaden its international partnership network, aiming to connect capital, expertise, and technology to support its long-term development goals.
In 2026, VIFC-HCMC is focusing on establishing its organizational structure, refining its legal framework, and growing its member ecosystem. According to Mr. Richard D. McClellan, these are foundational steps toward developing substantive financial activities and market transactions at the Centre.
Regarding future directions, VIFC-HCMC is prioritizing legal frameworks for corporate bonds, municipal bonds, and green finance to expand fundraising channels for investment and economic growth.
Commenting on recently announced international capital mobilization agreements, Mr. Richard D. McClellan noted that these serve as early proof of the Centre's ability to connect with global capital, creating long-term opportunities for Vietnamese enterprises to access international financial resources.
