On October 13, 2026, during an event hosted by VinaCapital, Mr. Richard D. McClellan, Chief Executive Officer of the Viet Nam International Financial Center in Ho Chi Minh City (VIFC-HCMC), met with the press to discuss the Centre's development directions and key priorities in its initial phase.

At the meeting, Mr. Richard D. McClellan emphasized VIFC-HCMC’s role in bridging international capital with the development needs of Vietnam’s economy. This will be achieved by gradually completing the legal framework and introducing financial products and services that align with international standards.

According to him, developing an international financial center is a long-term journey. It requires synchronized preparation across regulatory frameworks, operating structures, and a member ecosystem to lay the groundwork for real financial transactions in the near future. In 2026, VIFC-HCMC is focusing on establishing its organizational structure, refining the legal foundation, and expanding this ecosystem. Mr. McClellan noted that these are essential steps to progressively build practical financial operations and transactions at the Centre.

Regarding its focus areas, VIFC-HCMC prioritizes building clear legal frameworks for corporate bonds, municipal bonds, and green finance, aiming to widen fundraising channels for investment and economic growth.

Commenting on recently announced international capital agreements, Mr. Richard D. McClellan noted that these serve as early examples of the potential to connect global capital, creating long-term opportunities for Vietnamese enterprises to access international financial resources.
