ACCA - VIFC FORUM 2026: VIFC-HCMC OFFICIALLY PARTNERS WITH ACCA, AIMING FOR INTERNATIONAL-STANDARD FINANCIAL HUMAN RESOURCES

On the morning of September 17, 2026, the 2026 Conference of the Viet Nam International Financial Center in Ho Chi Minh City officially opened. This marks a new step for VIFC-HCMC in its journey to build a finance and accounting workforce that meets international standards and is capable of deeply participating in cross-border financial activities.

The forum brought together 300 leaders, experts, and representatives from domestic and international financial institutions, banks, and businesses, along with a high-level delegation from ACCA Global. It created a space to discuss governance standards and sustainable finance in the context of developing the international financial center.

The opening speech by Ms. Helen Brand, Chief Executive of ACCA Global, opened the program. Following that, Assoc. Prof. Dr. Nguyen Huu Huan, Vice Chairman of VIFC-HCMC, affirmed the ambition to turn Ho Chi Minh City into a world-class financial center, connecting global capital flows with Vietnam's development. He also emphasized that the human factor is the decisive foundation: Vietnamese financial experts must promote their capabilities in the international financial environment while building trust through expertise, integrity, and professional standards. The Memorandum of Understanding (MOU) between VIFC-HCMC and ACCA, signed during the Forum, is a concrete step to realize this goal through practical training programs and connections with the international professional network.

In the next presentation, Mr. Richard D. McClellan, CEO of the Viet Nam International Financial Center in Ho Chi Minh City, introduced an overview of VIFC-HCMC and its development potential. The center aims to become a gateway connecting global capital flows in a digital, green, and reliable way. It focuses on four strategic product groups for the foundational phase: investment funds and asset management, international bonds, financial technology (fintech), and derivative commodity exchanges.
