VIFC-HCMC EXECUTIVE AGENCY SIGNS MEMORANDUM OF UNDERSTANDING WITH ACCA TO PROMOTE CAPACITY BUILDING AND FINANCIAL HUMAN RESOURCES

At the Viet Nam International Financial Center in Ho Chi Minh City Conference (ACCA-VIFC Forum 2026) held in Ho Chi Minh City, the Executive Agency of the Viet Nam International Financial Center in Ho Chi Minh City (VIFC-HCMC) signed a Memorandum of Understanding (MOU) with ACCA.

The MOU was signed by Mr. Ren Varma, Head of Mainland Southeast Asia at ACCA, representing ACCA, and Assoc. Prof. Dr. Nguyen Huu Huan, Vice Chairman of VIFC-HCMC, representing the VIFC-HCMC Executive Agency. The signing ceremony was witnessed by Ms. Helen Brand, Chief Executive of the Association of Chartered Certified Accountants (ACCA); Ms. Alex Smith, British Consul General in Ho Chi Minh City; Mr. To Quoc Hung, Country Head of ACCA Vietnam; Ms. To Thi Kim Thoa, Head of the Public-Private Partnership and Debt Management Division under the Ho Chi Minh City Department of Finance; and Mr. Rich D. McClellan, Chief Executive Officer (CEO) of the Executive Agency of the Viet Nam International Financial Center in Ho Chi Minh City (VIFC-HCMC).

Under the MOU, the two sides will cooperate in four key areas: developing professional capacity and sharing knowledge; developing talent and a high-quality workforce; promoting training programs and professional certificates; and leveraging professional networks.

This cooperation framework contributes to strengthening professional capacity and developing high-quality financial human resources. At the same time, it helps promote connections among experts, businesses, and organizations within the VIFC-HCMC ecosystem.
