On the morning of October 3, 2026, the Executive Agency of the Viet Nam International Financial Center in Ho Chi Minh City (VIFC-HCMC), in partnership with University of Economics Ho Chi Minh City (UEH), officially launched Cohort 4 and held the closing ceremony for Cohort 3 of the training program "Overview of Operations and Participation Strategies for the Viet Nam International Financial Center."

Speaking at the ceremony, Dr. Dinh Cong Khai, Vice President of UEH, stressed that building a solid background in legal frameworks, operational systems, risk management, and financial technology will provide an active platform for exchange among regulatory agencies, financial institutions, and the business community.

Representing VIFC-HCMC, Ms. Nguyen Thi Ngoc Linh, Deputy Head in charge of Communications and International Cooperation, noted that Ho Chi Minh City’s rise of 17 places to 67th globally on the GFCI ranking is both an honor and an urgent call to prepare skilled professionals to effectively run the "one centre, two destinations" model.

The transition from concluding Cohort 3 directly into launching Cohort 4 reflects continuous momentum in building human resources. Completing the program helps trainees step right into the developing financial ecosystem, helping address the shortage of local talent experienced in international management practices.

Importantly, Ho Chi Minh City’s remarkable jump to 67th out of 117 global financial centers on the Z/Yen Partners and CDI ranking adds pressure to improve organizational management. Therefore, this training series serves as a direct bridge between classroom learning and international operating standards, boosting the city's overall competitiveness.

In the next phase, VIFC-HCMC and UEH will roll out practical, specialized training modules tailored to specific pillars, including banking, securities, insurance, and wealth management. This approach will focus on cross-border operations, green finance, digital assets, and global compliance, ensuring that local professionals are well prepared for shifts in modern financial markets.
