VIFC-HCMC PARTNERS WITH IFC TO HOLD CONSULTATION ON BOND ISSUANCE FRAMEWORK

On October 7, the Viet Nam International Financial Center in Ho Chi Minh City (VIFC-HCMC), in collaboration with the International Finance Corporation (IFC), held a consultation session on the bond issuance framework at the Center. The event welcomed city leaders, representatives from the Department of Finance, the Department of Construction, along with senior experts from relevant organizations.

The working session focused on three main topics: the city’s financial and debt capacity; project selection criteria; and the process and conditions needed to reach international investors—such as credit ratings, project documents, transaction advisors, and requirements for foreign currency bond issuances.
Throughout the session, participants emphasized that projects must be genuinely ready to absorb and deploy capital. Considered projects need clear feasibility studies, site clearance, proper licenses, and complete documentation, while also ensuring timely disbursement and defined repayment sources. In addition, transparent disclosure, fiscal discipline, and managing risks related to interest rates, exchange rates, and refinancing were highlighted as key factors in building trust with international investors.

The consultation showed that VIFC-HCMC is moving from broad plans for the international bond market to preparing concrete execution steps. The IFC’s input and market insights added a valuable global perspective to refining the framework, helping the city clearly identify what is needed to connect key infrastructure projects with international capital.
